Logic says that if a Bills/Chiefs conference title game is going be at a neutral site because the Bills lost a chance to pass the Chiefs for the #1 seed, then a Bills-Bengals divisional round matchup should also be at a neutral site because the Bengals lost a chance to pass the Bills for the #2 seed.

Because the Bills and Bengals have played the same number of games and the Bills have the better record. The neutral site caveat was only for the teams that hadn't played the same number of games (but could have the same record if they did).
