If the cap wasn’t a thing and you could somehow replicate a Team Canada Olympic roster on a Canadian NHL team, and that team went 30 years without a Cup, then sure. Exactly, and it seems to me, anyways, the majority of teams that "usually" do win the cup "usually" have the most CDN's on board.
But besides that, there isn't one team in the NHL currently that doesn't have a variety/mix of foreign players. That ship sailed a long time ago.
