Go look at the checklist for those products - a base card sharing a checklist with veteran players in a widely available product.
Same reason 21BB are RCs.
It only takes a "select few" in pursuit of a high end card to make it take off anyway, not sure what your point is there. Plus being among the "select few" to own low #d 21BB Julio parallels doesn't sound like a bad thing when you see auctions ending like this:
