If the listing said $0.99 shipping then shipping is $0.99. If the seller has a problem with that then you get a refund and they get a negative rating from you. Unfortunately you can't force them to ship it to you for $0.99 but if it's worth it for them get a negative rating for $2.50 then that's their choice. I believe the limit for standard envelope shipping is $20 so yes it will cost more to ship since it went over $20 but the way I look at is the seller obviously wasn't expecting it to go over $20 if they listed it with standard envelope shipping so even if they eat the extra cost they are probably getting more money in their pocket then they expected when they listed it so they shouldn't complain
