Because of the theatricality and scripted nature of the sport, I'll have to go with Hogan for his sport-changing impact.

But my heart says Andre the Giant. And, if we could some how separate out true power/threat (how they might have done against each other in true brawl) vs scripted wins/defeats (admittedly difficult to do and requiring some imagination), I think he'd be the true GOAT. Even the strongest opponents knew they could only lift him or often even knock him down without his cooperation. And I think they all feared he'd be cranky and even more hungover than usual and hit them with his full strength, which could really ruin your day (or career).
