Keep in mind, SGC uses half grades quite liberally but PSA does not thus there are many 6.5s, 7.5s, 5.5s, etc. from SGC whereby PSA only will give that .5 bump in rare instances.
So, there are higher grade SGC cards utilizing that .5 since PSA will only go there if it has extremely high appeal. Hope that makes sense. Example a SGC 5.5 is relatively common but a PSA 5.5 would show exceptional eye appeal.
With modern, because SGC has 10, and 10 gold, I sometimes think their 9.5s are really like PSA 9 tops, but then again I don't do much modern.

The problem with PSA not having 9.5s is that there are 9s that are really 9.5s and there are 9s that are really 8.5s or very close. Or there are 10s that are really 9.5s - these are primarily cards that would get a 9 centering sub. But the PSA scale isn't sufficiently nuanced to pick up these differences and people like the number 10.
