Not sure there's a clear multiplier - check sold listings to try and figure out a general guide I guess.
The base galactics will be worth more simply because people will say they are the "true" rookie card galactic but Rookie Rev galactics are just as difficult to hit so it's a bit arbitrary.
I actually like some of the Rookie Rev designs more than the base designs some years. 2018-19 in particular.
