If you actual pull a redemption for a specific card, they still send that out for free, as they always have, right?
Not to give them a thumbs up by charging you to get your IOU fulfilled. But, points turned into more of a form of credit than an actual redemption card. With people buying and selling points as if they are currency. If Panini had to absorb all that, I bet they would claim it isn't fair.

No, but Panini can come out ahead by simply ensuring the points cost of the cards you can buy with rewards rises, thereby being less valuable, potentially, than the card you should have received in the pack in the first place.
I mean, I get a 600 points reward card out of Panini Prizm. 600 points might get me a manufactured patch from Yadier Molina. I think I speak for the crowd when I say I'd rather roll the dice on a prizm auto over 600 reward points any day of the week.
