As someone that has lived in the bay area for 20+ years and commuted from Oakland to SF, I can tell you that the BART is among the worst public transit systems in this country. I joke with my friends that 50% of the reason I moved is because of BART, but it truly is that bad. There is almost always something wrong with BART and it doesn't have to be schedule related.
Examples: Bums on a crack rage, someone projectile vomiting, people bringing in chain saws, someone publicly wacking it, kids break dancing and kicking people, etc etc (I've witnessed all of these). You can say that this is true for most transit systems, but TRUST ME, not to this extent.
This was also in the afternoon - BART gets mega crowded on east bay routes starting 3-4pm on weekdays. You can bet there were BART delays.
