Personally, I'd take:

Pope, Pickford, Henderson
TAA, Walker, Stones, Maguire, Mings, Keane, Chilwell, Shaw
Henderson, Rice, Mount, Grealish, Foden
Kane, DCL, Rashford, Sancho, Sterling

That's 21, the final 2 spots would be between Trippier, Phillips, Maddison and Saka. If Southgate want's to play three at the back (which I hate) then I think Saka makes sense for his versatility (and the fact that Chilwell has been struggling a bit as a left wing back under Tuchel), I don't think there is room for him solely as a winger. In the case of 4 at the back I'd go for Trippier. If Maddison is fit I'd likely take him for the final spot. However as usual I suspect some big late season injuries will shake things up anyway, some players are already looking pretty ragged.
