You cant have FIFO when the services rendered on times are based on different price levels. Why should someone that chose the cheapest turnaround get equal time in service as someone who pays premiums for quicker turn around?
Those who clog the system should be penalized in my opinion. You either pay larger premiums or wait the the longest for submitting 5000ct of a single base card from topps. The best way to move forward is to return all bulk orders to customers and let them re submit under the new price and see if they would send the same cards!!
