This isn't how quickly many people receive test results, which is part of the problem.

Sure, but a system of contact tracing (and clearer messaging about why it's so important) would do
something for the thousands (more likely) dozens of people who were exposed. There are contact tracing jobs available in every state, but far less than there should be, and distrust of contact tracing is very high in the US.
But if you're against more lockdowns, then more robust contact tracing is invaluable, at least based on the evidence available about how to return to "normal."
Not to mention, this would create jobs (even if they're temporary until a vaccine) at a time when many industries are decimated.
