And we're looking at small numbers. Chicago is terrible BUT it's not like half the city is shooting each other. There are a lot of people in these neighborhoods trying to get out, planning to, etc. Thankfully, some do. Unfortunately, some get involved with really no choice except to try and stay alive.
Systemic racism would mean there are actual laws, in place, to keep a group of people down. That isn't the case.

I know many people here seems to care (curiously all Republican-affiliated and white) but denial of the effects of systemic racism is a form of racism.

The government is here to serve the American people. What do you think the government is here for? To ignore the issues of it's citizens?
When government policies & budgetary spending is neglectful toward groups of people who are most in need and historically oppressed that is systemic racism.
