I'm not sure how someone quantifies gang affiliation (polling?)
but even accepting that number at face value, it doesn't nearly account for an incarceration rate of 5.8x
Could you please summarize some of your takeaways from the 2+ hour roundtable that you linked? I've studied this issue extensively for years so I'm likely familiar with some of the talking points.
