What is the difference between eBay international standard through their Ebay system (simple label) vs USPS (with customs form printed)? Tracking, insurance, etc.?

Can you offer both options at the same time?

Is that the same offer "Save up to 14% on shipping to Canada" or completely separate to the other international shipping?
