Sure it is...you could do it easily for Heritage by having:
12-15 base cards a pack instead of nine
SP's at a 1:2 ratio instead of 1:3
more chromes/refractors per box (maybe 4-6, instead of just one)
guaranteed mini in every box
guaranteed Bazooka in every box
guaranteed 3D in every box (instead of having them as box toppers)
guaranteed action variation in every box
more creative & valuable box-toppers
All of these ideas would cost Topps almost nothing, increase the value proposition at the box level, and have only a minimal effect on value at the case level (inserts would decrease in value, but case-breakers would get more of them).
The SSP's errors & throwbacks would stay as rare as they are currently, as would the autographs.
