In theory, yes.

In reality NBA games would become a parade to the free throw line, with fouls being called on every possession and teams in the bonus a couple minutes into each quarter.

It's a physical game played by big, strong, fast people, which causes there to be a lot of contact. And with more and more teams running offenses with multiple screens, there is even more contact than there used to be. You could probably nail someone for setting an illegal screen, and someone for fighting through screens, on almost every possession. You could call an offensive foul for pushing off and a defensive foul for general contact on almost every drive to the hoop. That's just the way the game is these days.

Don't forget, they threw out the rule book on travelling 20+ years ago, and that's one of the easiest infractions to call.
