You can turn it off as a buyer if delete your default payment method in your account settings. Of course the downside is you can't bid on auctions from any buyer who has auto payment turned off.

I'm always amazed that companies seem to not be able to provide accurate checklists. The checklist notation of something like 99 or less always kills me.

I guess this had been said but it's pretty simple - take away the BIN option and you may win the card for less than the BIN. Or may not but at least you have a shot.
