It's voted on by managers/coaches, so it's not based on statistics. Considering how much he walked this year, I'd assume he is still greatly feared by other teams, hence getting the nod.

Ultimately, it's sort of a popularity contest. Similar to the voting standards of the All-Star Game and the majority of the Gold Glove.
